A Planning Improvement Probability Is Different from a Service Outcome
Abstract
Radiation planning and emergency staffing model different mechanisms and consequences. Their common evidence discipline is to declare the improvement event and independently check the selected alternative. A numerical plan probability cannot become a patient-flow measure, and a staffing simulation cannot supply clinical outcomes absent from the evaluation. Resource accounting can connect them without erasing these differences. This focused synthesis develops an empirical comparison that preserves the terminal action, observation process, and total verification cost. Its proposed tests are prospective; no new simulation run, model-training result, or intervention effect is reported.
