Abstract

A note on subset selection defines an intermediate object, while opportunity-cost retention specifies why exclusions matter. The complete evaluation includes the later decision stage and its checking work. A small retained group can be cheap initially but costly through omitted valuable alternatives; retaining everyone can transfer rather than resolve the evidence burden. This focused synthesis develops an empirical comparison that preserves the terminal action, observation process, and total verification cost. Its proposed tests are prospective; no new simulation run, model-training result, or intervention effect is reported.
