Abstract

Context-specific decision rules require evidence that an aggregate comparison cannot provide. Using hourly public bicycle rentals, this study estimates an hour-by-working-day regression with uncertainty clustered by date. The working-day association changes substantially across the day, illustrating why context must be modeled before evidence is used to select a design. The analysis then compares contextual simulation methods, selection objectives, robust feasibility, and contemporary adaptation research. The contribution is a bounded empirical demonstration of heterogeneous operating conditions and an account of the additional evidence needed for context-specific actions. No capacity intervention, treatment effect, reinforcement-learning policy, or fine-tuning method is experimentally evaluated.
