Abstract

Partition allocation can discover staffing alternatives but needs a patient-flow mechanism to evaluate them. The test separates discovery from independent service checking and records useful regions left unexplored. A computationally favorable staffing estimate is narrower than an observed clinical outcome, and its value depends on local service data and declared delay or capacity measures. This focused synthesis develops an empirical comparison that preserves the terminal action, observation process, and total verification cost. Its proposed tests are prospective; no new simulation run, model-training result, or intervention effect is reported.
