Abstract

Distribution-specific allocation and myopic measurement address different choices: the first describes output behavior, while the second values the next observation. Their evaluation should vary tail shape separately from decision utility. A favorable long-run allocation cannot establish that early variance estimates or initialization support a reliable finite-budget commitment. This focused synthesis develops an empirical comparison that preserves the terminal action, observation process, and total verification cost. Its proposed tests are prospective; no new simulation run, model-training result, or intervention effect is reported.
