Abstract

Distribution-specific allocation and rate analysis need to be read with their observation assumptions intact. A practical assessment varies tail shape and initial information before comparing finite-budget choices. A fast nominal rate does not verify the empirical distribution or eliminate the influence of rare outcomes absent from a short pilot. This focused synthesis develops an empirical comparison that preserves the terminal action, observation process, and total verification cost. Its proposed tests are prospective; no new simulation run, model-training result, or intervention effect is reported.
