The Cost of Adoption and the Value of Avoidance
Abstract
Best-and-worst subsets identify actions to consider and actions to reject. Expected opportunity cost makes the size of either mistake consequential. Their comparison should report adoption and avoidance losses separately under a declared scale. Exact ordering among nearly tied leaders can be less useful than preventing a severe wrong commitment or a consequential false exclusion. This focused synthesis develops an empirical comparison that preserves the terminal action, observation process, and total verification cost. Its proposed tests are prospective; no new simulation run, model-training result, or intervention effect is reported.
