Stopping at Adequacy under an Opportunity-Cost Bound
Abstract
An external adequacy tolerance and a loss bound for one winner should not be treated as the same requirement. Their comparison fixes the terminal task before judging savings. Independent checks report false acceptance and realized loss, while the analytical bound retains its assumptions. A relaxed tolerance can save computation without demonstrating improved allocation. This focused synthesis develops an empirical comparison that preserves the terminal action, observation process, and total verification cost. Its proposed tests are prospective; no new simulation run, model-training result, or intervention effect is reported.
